DRESDEN, GERMANY - AUGUST 08:  The swollen Elbe River flows past the historic city center on August 8, 2010 in Dresden, Germany. Local officials have begun erecting flood barriers on the banks of the river in anticipation of rising water levels due to heavy flooding in the neighboring Czech Republic. Flash floods in the Ore Mountains region of Germany, Poland and the Czech Republic have left at least eleven people dead.
